Deputy Speaker and Basilan Rep. Mujiv Hataman and Anak Mindanao partylist Rep. Amihilda Sangcopan batted for the passage of bill that declares May as the “Marine Turtle Awareness Month” in a bid to help in the conservation of the country’s wildlife resources, especially the marine turtles.
“The month of May is the peak season for fishing in the Philippines and thus provided an appropriate venue for direct beneficiaries to show their support for initiatives pertaining to the promotion of the sustainable development of marine turtles,” the lawmakers said.
According to Hataman, the government had already recognized the need to help conserve marine turtles in the country. The House Bill 4100 has been pending with the House Committee since August 28, 2019.
He also cited that on December 11, 1998, Proclamation No. 57 declared the month of May every year as “The Month of the Ocean” so that they could commemorate the animals and conduct activities for the momentous celebration.
Under the HB4100, all heads of government agencies, as well as government-owned and controlled corporations (GOCCs), local government units (LGUs) and employers in the private sector shall encourage and afford sufficient time and opportunities for employees to engage and participate in activities conducted in celebration of the “Marine Turtle Awareness Month.”
The Secretary of the Department of Environment and Natural Resources, in coordination with the Department of Agriculture Secretary, shall be responsible in preparing and implementing the annual program of activities in observance of the celebration.
If declared, the proposed Act shall take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation.
